History of EuroMillions: Europe's Biggest Multi-Country Lottery Since 2004

March 25, 202612 min read

Since 2004, EuroMillions has turned a shared European draw into one of the continent's biggest entertainment rituals. From three founding countries to nine participants, from €15 million starting jackpots to the new €250 million ceiling, here is how EuroMillions became Europe's headline lottery.

The Start: Three Countries, One Shared Jackpot

EuroMillions launched on February 7, 2004 with France, Spain, and the United Kingdom as founding partners. The first draw followed on Friday, February 13, 2004. For its era, the idea was ambitious: a pan-European jackpot, sold nationally but powered by one shared set of numbers.

The concept clicked immediately. The very first €15 million jackpot was won in France. In the same year, the game expanded from three countries to nine as Ireland, Austria, Belgium, Luxembourg, Portugal, and Switzerland joined on October 8, 2004.

How EuroMillions Grew Bigger

1
2004–2011

From 3 to 9 Countries

The early years turned EuroMillions into a European heavyweight at speed. In 2005, Ireland's Dolores McNamara won €115.4 million, then the biggest lottery prize in Europe. In 2006, a shared €183 million jackpot showed just how large a cross-border prize pool could become.

2011–2016

Tuesdays Join the Party

On May 10, 2011, EuroMillions evolved from a Friday-only game into a Tuesday-and-Friday draw. At the same time, the number of Lucky Stars increased from 9 to 11. That made jackpots harder to hit, but also helped them grow faster. Superdraws also became a key part of the game's identity in this period.

2016–2020

The Modern Format Reset

September 2016 brought the next major reset: Lucky Stars increased from 11 to 12, the ticket price rose to €2.50 or £2.50 in most markets, and the guaranteed minimum jackpot increased from €15 million to €17 million. Since then, the core math of the game has been the modern 5/50 plus 2/12 format.

2020–today

From €200M to €250M

Since February 2020, the jackpot cap has been allowed to rise by €10 million after each successful cap-level win, up to a maximum of €250 million. That is exactly what happened: €200 million in 2020, €210 and €220 in 2021, €230 in 2022, €240 in 2023, and finally €250 in 2025. Most remarkable of all, the €250 million ceiling was reached twice in 2025 - first in Austria, then in Ireland.

💡 Today, the EuroMillions cap sits at €250 million. If the jackpot remains untouched across five consecutive draws at that level, the money rolls down into the next lower prize tier with at least one winner.

Note: EuroMillions lower-tier prizes are linked to shares of the common prize fund. The exact payout therefore varies depending on winner counts, currency conversion, and the local operator.

🎯 Massive Ceiling, Tough Odds

At 1 in 139.8 million, EuroMillions is far tougher than Irish Lotto or French Loto. That same difficulty is what makes nine-figure jackpots a regular feature.

✅ More Small Wins Than You'd Think

Despite the brutal jackpot odds, the overall chance of winning any prize stays around 1 in 13. Even 2 numbers or 1 number plus 2 stars can return a prize.

Did You Know?

🇫🇷

France Won Immediately

The very first EuroMillions jackpot, worth €15 million, was won in the debut draw by a ticket from France. You could not script a cleaner launch story.

Dolores Set the Tone in 2005

Ireland's Dolores McNamara won exactly €115,436,126 in July 2005. At the time, it was the largest lottery prize in Europe and an early sign of how explosive EuroMillions could become.

2025 Was an Outlier

For the first time ever, EuroMillions reached the €250 million ceiling twice in the same calendar year. Austria won it in March, and Ireland did it again in June.

One Result for All Europe

EuroMillions is not a network of nine separate jackpots. The draw is coordinated centrally through the SLE partnership, and all nine countries share the same winning numbers and jackpot fund.
